A network of neighborhood Business Outreach Centers offering free assistance to entrepreneurs across the New York City metropolitan area, from pre-startup through established businesses. Counselors provide one-on-one needs assessment, business planning, marketing and management guidance, and help preparing for and connecting to financing. Programs include BOC Capital, Ascend NYC, the Childcare Development Project, Entrepreneurs Assistance Centers, the BXL Incubator, the Manhattan MBDA Center, Industrial Business Solutions Providers, and Women's Business Centers. Centers operate in the Bronx, Brooklyn, Chinatown/Lower East Side, Queens, Long Island, Manhattan, and Greater Newark.
Piloted in 1989 and expanded citywide in 1992, the Business Outreach Center Network was created to address the limited access to credit and technical assistance faced by community-based entrepreneurs operating in isolation from mainstream markets. Its stated mission is to improve the economic prospects of entrepreneurs and community business owners, with a focus on low- and moderate-income entrepreneurs and their neighborhoods. The organization has since grown to include local centers across New York City and Newark, New Jersey.
