William R. "Bill" Justice practices with the Columbiana firm known informally as Wallace Ellis (Ellis Head Owens Justice), concentrating on state and local government law, real property law, estate planning and probate, and appellate practice, with more than forty years in practice. He serves as City Attorney for Columbiana, Calera, Montevallo, Wilsonville, Harpersville, Vincent, and Westover, and the firm describes him as its authority on property and land use matters. He earned his J.D. magna cum laude from Cumberland School of Law in 1978 and a B.S. in accounting from Auburn University, and is licensed in Alabama and admitted in the Northern District of Alabama. The broader firm also handles domestic relations, labor and employment, workers' compensation, criminal, and civil litigation.

The firm began in 1947 when Wales W. Wallace, Jr. opened a general law practice in Columbiana; Frank C. "Butch" Ellis, Jr. joined in 1964, giving the firm the Wallace Ellis name still used informally. Conrad Fowler, Jr. joined in 1972, and in 1975 Oliver Head and his father Frank Head merged their practice, Head and Head, into the firm.
