Rose earned a bachelor's degree and a law degree from the University of South Carolina, where he was a First Team All-American singles tennis player and was elected to the school's Athletics Hall of Fame in 2014. He began the practice alongside public service out of a desire to help people and improve his community, serving on Richland County Council before being elected to the South Carolina House of Representatives for District 72 in November 2018, where he sits on the House Judiciary committee. His legislative work ended the publication of Richland County jail mugshots in pay-to-remove outlets, expanded expungement laws for youthful offenders, and created the Conditional Discharge for Disorderly Conduct diversion program.
