A general practice law firm serving Worcester County and the Eastern Shore of Maryland, handling real estate settlements and 1031 exchanges, civil and commercial litigation, business and corporate matters, estate planning and probate, administrative and zoning law, condominium and homeowner association law, personal injury, and criminal defense. Martindale-Hubbell selected the firm for inclusion in The Bar Register of Preeminent Lawyers in 1992.
The practice began in 1951 when Marcus J. Williams, a Somerset County native and University of Maryland Law School graduate, opened an office on South Main Street in Berlin, Maryland. Edward H. Hammond, Jr. and Joseph E. Moore started as law clerks in the 1960s and became partners by 1973, followed by Raymond C. Shockley in 1974 and Joseph G. Harrison, Jr. in 1975. Later additions included Regan J.R. Smith in 1988, Christopher T. Woodley in 2000, Chris S. Mason in 2016, Peter S. Buas in 2018, and Morgan A. Fisher in 2019. The firm took the name Williams, Moore, Shockley & Harrison in 2002 after Hammond left to serve full time as Worcester County Attorney.
