The Law Office of Neubia L. Harris, PLLC is at 312 W. Millbrook Road, Suite 141 in Raleigh, and its mission is narrow on purpose: protecting the civil rights and liberties of North Carolina’s children and students. The firm advocates for K-12 students to receive a sound basic education free from bullying, discrimination and excessive discipline, represents college students, and also acts for teachers, professors, faculty and staff at every level of educational institution. The firm supports dismantling the school-to-prison pipeline, and works from the fact that children of colour, children with disabilities and other marginalised young people are over-represented in the juvenile criminal justice system — its juvenile justice work takes a holistic approach aimed at keeping young people out of the prison system while supporting better choices. Neubia L. Harris founded the firm in August 2018 after working as an associate attorney at a local education law firm and as a staff attorney at Legal Aid of North Carolina. She has described the launch simply: it let her marry her passion for protecting children with her wish to build something of her own. In 2026 the firm marked eight years of service to North Carolina communities. Harris is from Wilmington, took her degree in Communication Studies at UNC Greensboro and her law degree at Wake Forest, and is licensed in North Carolina’s state courts and in all three federal districts of the state. In 2017 she was one of sixteen lawyers inducted into the North Carolina Bar Association’s Leadership Academy, and she has since published law review articles on diversity, equity and inclusion and on education rights, taught Continuing Legal Education courses, and spoken widely in the community. The practice has grown around her: legal assistant Charmaine Neves joined in 2021 and was promoted in 2024, and paralegal Jaiden Gunter came in July 2025 from family law, specifically to move into education law. The firm also keeps the memory of Kai, its mascot, a rescued Pit-Lab mix who was with the office from 2012 until she crossed the Rainbow Bridge in April 2023. The firm’s stated mission is professional, personalised and passionate representation for every client, and its vision — Educate, Empower, Enlighten — is what it tries to do with clients as much as for them.
